Should I score base stats or my actual loadout with attachments?

Score the loadout you actually use — attachments swing every axis significantly. A base stats radar isn't reflective of how the gun plays in a match.

How do I score weapons across games?

Don't — score within a game. A 9 on fire rate in CS means something different than a 9 in CoD. Cross-game radars look fun and tell you nothing.

Does this work for non-gun loadouts?

Yes — adapt the axes to whatever the loadout is. Melee builds use range, stamina and reach instead of fire rate and recoil.
